Milton Maldonado Estrella is a senior public-sector consultant, project manager, and academic with extensive experience in government finance, large-scale infrastructure delivery, and ethics education. He holds advanced academic training in business administration, sociology, international relations, and international business, and is currently pursuing doctoral studies in philosophy, strengthening his interdisciplinary approach to governance and ethical decision-making. Over more than two decades of professional practice, he has held senior leadership roles including chief financial officer, project manager, director, and auditor across public enterprises, financial institutions, and international organizations. He has been directly responsible for managing and delivering public investment projects totaling approximately €1.2 billion, encompassing railways, government buildings, and social infrastructure, all completed within planned timelines. His professional expertise spans public financial management, audit and compliance, strategic planning, infrastructure governance, and institutional strengthening. In parallel with his professional career, he has maintained a strong academic profile, teaching ethics, negotiation, international finance, social responsibility, and audit at university level. His research interests center on ethics in public administration, decision-making under pressure, leadership in complex public systems, governance, and accountability.
